For those who follow F1 closely (or go to the website), the game is based off where the events really are. You can look at their schedule and conclude the game will follow pending license resolutions.
ME7 is correct with regards to the 2019 Season.
As for the tracks in game currently and assuming that the licensing relationship continues beyond the 2019 cars and season, my opinion is that F1 will eventually license (allow) FM to use their content with:
I doubt that we will see either Hockenheimring or Nürburgring as Germany lost its Grand Prix and F1 likely won't authorize the use of their assets on those tracks until such time as the German race organizers are able to get their event back on the calendar.
If I had to take a guess about new tracks, my first guess would be the new track in Vietnam. F1 will likely want to promote this new race heavily and that probably includes having it in games with F1 content.
My other guess is that FM would probably like to have Albert Park in Melbourne as they are based in Melbourne.
More tracks would be bonus for players, but as Powerup777 said, tracks take a long time and a lot of resources and money to develop. It can take upwards of a year to produce and test a track for the game, and also given the changes we have seen to Autodromo Nazionale Monza, Silverstone, Circuit of The Americas, and Suzuka Circuit in Formula 1 Update (v8.0) it is likely F1 is very particular about getting the aesthetics of the tracks just right, which adds more to the development time. So, I wouldn't expect to see a 22-race calendar in RR3 for F1.

Except the bit about no more than five events, ie. we'll have to buy the other five cars - it sounds like you're both saying that is definitely confirmed by FM?

Yes. That was confirmed to the Game Changers. There are 5 2019 GPs where you can win up to 5 team cars for upgrades to PR126.6 (Completion within 5-days of starting) and through completion of all events the MERCEDES-AMG GT R F1® SAFETY CAR.
They can easily go for Monaco during May 2020update they have enough time to develop it
since it’s small track and can be used for formula e
Next track they can come is Mexico during next Christmas update
Wasn’t it announced somewhere that there are 5 tracks initially in 8.0 and than 5 more in 8.1 (or whatever the release comes after the American GP event)? Or was that player speculation? It will be a serious bummer if the 2019 champion/invitationals stay with 5 tracks.

It was speculation.
I think I was one of the people who was speculating, as FM hadn't given the Game Changers any indication at that point about the number of GP Events for the 2019 Season.
On those posts I did indicate that it had not been discussed with FM and it was a guess on my part. Unfortunately I was wrong and I apologize if I caused any confusion.
In reading through this thread I realized that I hadn't thought of how the F1 connection could bring many new tracks to the game. That's exciting! With F1 tracks being spread across many countries, it brings in a nice mix.
I'd think Monoco would be a tough track to do... well any street circuit. Because they probably need to do whatever on-site data acquisition/scanning/whatever that is needed during the time when the circuit is set up and not in use. When the streets are open to public traffic limited work can be done. Not that it's any harder, it's just that you've got a tight schedule. Whereas a dedicated circuit they could show up most any dead day.
