Probably the first one. It's recommend PR so that you're at a level playing field with the bots.
PR = amount of in-game currency you have to spend before you can continue with an event. Hardly EVER has to do with making your car choice competitive enough to actually perform well. (e.g. SE events can easily be completed under PR by the skilled driver, but must still be upgraded to meet PR for said car's regular event).
Wait what ? I thought everyone knew this. If you reach recommended PR. Then the bots management would turn on green light to you. Meaning you can lower the difficulty to the minimum if you want. That's what this is all about.
Yeah I know what PR is, I just don’t get the point of Recommended PR. As Powerup777 said, it doesn’t mean a stage will necessarily be easy, so what’s the point of it other than a bot slowing threshold?

"We've never made this comment about 50% of players being able to complete it, it's untrue. Special Events are designed for high skilled players, and recommended PR is tuned so that a skilled player can pass at that PR on low assists. You can pass with less if you use no assists or are exceptionally skilled, but other players may have to upgrade more, or practise and increase their skills.
If you're looking for an event where you have to upgrade to the PR and then you can beat it, that what LTS are designed for. They are a more focused, accessible way for players to earn new cars.
We put the most desirable cars in the Special Events, as a compelling reward for the skilled players and the ones who put in the time to overcome the challenge."
